Title: Purchase of Two Vislink Airborne Video Downlink Systems and One Ground-Based Antenna (Addition) for the Mesa Police Department (Sole Source) (Citywide) The Police Department’s Air Support Unit routinely responds to violent crimes, such as homicide, shootings, aggravated assault, sexual assault, pursuits of violent criminals, and suspects with guns and knives. The Police Department’s Air Support Unit routinely responds to violent crimes, such as homicide, shootings, aggravated assault, sexual assault, pursuits of violent criminals, and suspects with guns and knives.  The airborne video downlink system allows real-time video streaming from the police helicopter’s camera system to locations such as the Real Time Crime Center or field-based police supervisors providing invaluable situational awareness. This ability increases officer safety and enhances operational decision making during critical incidents.

 

With this equipment, the Air Support Unit will be able to stream live video to the appropriate locations for real-time consideration.  Additionally, Mesa Police will be able to share video information with the Phoenix Police Department, who also has Vislink equipment, allowing the utilization of Phoenix's antenna array, thus increasing its transmitting range, making this a regional asset.

 

The Police Department and Procurement Services recommend awarding the contract to the sole source vendor, Vislink Technologies, at $227,000.00.  This purchase will be partially funded by the Edward Byrne Memorial Justice Assistance Grant.
