Staff recommends awarding the contract the selected CMAR, Valley Rain Construction Corp., in the amount of $25,899,133.73, (GMP No. 2), and authorizing a change order allowance in the amount of $1,294,956.69 (5%), for a total amount of $27,194,090.42.
