Approving and authorizing the City Manager to enter into a Second Amendment to the Amended and Restated Development Agreement, a Government Property Lease Excise Tax (GPLET) Lease Agreement, and related agreements and documents with MHA III, LLC for the development of approximately 1.6± acres of property generally located at the southeast corner of 1st Avenue and Macdonald. The Agreements facilitate the development of a 72-unit market-rate multi-family project that will generate economic benefits to the City of Mesa. (District 4)
