Authorizing the City Manager to provide written approval to the City of Phoenix, as management agent of the 91st Avenue Wastewater Treatment Plant, which is jointly owned by Glendale, Phoenix, Scottsdale, Tempe and Mesa, to contractually dispose, through sale the biogas products contributed to the Treatment Plant for processing into a renewable energy source, subject to provision of a proportional share of proceeds to Mesa.
